Activities under Project include the development, implementation and integration of the VIES (VAT Information Exchange System - VIES) and application software, supply and installation of computer hardware and telecommunication equipment and Technical Assistance and Technical training in he system and application software and management of the development process. The support during the project will be provided in the following three Components:
? Component 1: Development of VIES including its? integration in the integrated information system at the Beneficiary of Bulgaria;
? Component 2: Technical assistance for supply equipment and standard software;
? Component 3: Technical Assistance and technical training:
o Provision of long term assistance to the Beneficiary in the areas of
Project planning;
Project management
Contract management
Quality control;
Risk management.
o Provision of IT technical and functional training to the project development and support staff and to future users of the system from within the tax administration employees.
The Technical Assistance was covered the project supporting activities
? Providing expertise and guidance on planning and management, as well as quality and risk management of the Component 1 and 2, and IT projects of NRA;
? Preparation of Project Quality Plan for the whole project and Project Quality Plan template for Components 1, and monitoring quality of all the activities;
? Preparation of training programme and delivering trainings in areas
o IT Project Management;
o Quality and risk management;
o Introductory course on European standards in the IT area of servicing final users;
o Introductory course on EU standards in the field of protection and security of personal data and electronic information.
Other specific objectives:
Improve the skills and knowledge of the beneficiary staff in the filed of
IT Project Planning;
IT Project Management, including IT contract management;
IT control and quality control;
IT risk management;
Analysis and Design techniques.
Provide effective control over all activities under Component 2 and successful acceptance of Support of Head of IT department in the fields of IT governance and project management.
